If the aforementioned pension is a financial entitlement of the deceased, then it is to be divided among all heirs according to the Islamic law of inheritance (al-qismah al-shar'iyyah lil-meeraath), and not equally. However, if it is not a financial entitlement but rather a grant from the granting authority, then it belongs to whomever the granting authority specifies, and it is not an inheritance.
