Is it true that for a virgin who commits zina, the punishment includes one year of exile? If so, what is the meaning of "one year of exile"?

The meaning of taghreeb (exile) is banishment from the land. It is obligatory in the prescribed punishment for the unmarried fornicator, involving a hundred lashes and exile for one year to a distance of qasr (the distance allowing for shortening prayers) or more.

Scholars have differed on taghreeb, holding three main opinions:

1. Shafi'is and Hanbalis: Exile is part of the حدّ الزنا (prescribed punishment for fornication), and it is obligatory for both men and women. If there is a fear that the exiled person might cause corruption, they should be imprisoned in their place of exile. 2. Malikis and Awza'i: Exile is part of the حدّ الزنا, and it is obligatory for men but not for women, due to concern for them. Men should be obligatorily imprisoned in their place of exile. 3. Hanafis: Exile is not part of the حدّ الزنا. Rather, it falls under the category of siyasa (governance) and ta'zeer (discretionary punishment), and its implementation is left to the ruler. They cited incidents involving Umar and Ali (may Allah be pleased with them both) where exile was avoided out of fear of fitna (strife) or falling into forbidden acts.
