If a person intends in their heart to abandon a permissible act, then returns to it without forbidding it upon themselves or swearing an oath, is there any consequence upon them?

Mere intention does not obligate a person to do or refrain from doing something unless he utters an oath or a vow; as the Prophet, peace and blessings be upon him, said: "Indeed, Allah has pardoned for my nation what they whisper to themselves, as long as they do not act upon it or speak of it." A Muslim should review his actions to discern what is good in them, and he must turn away from whisperings so that they may disappear.
