How can one help a person who found expensive jewelry in a taxi and has been unable to locate its owners after ten months?
Whoever finds money belonging to another (a lost item) must publicize it for a full year in places frequented by people, describing the bag or envelope in which it was found without mentioning details that might expose the publicizer to danger. If its owner is not identified after a year, it is permissible to take possession of it, with a guarantee to its owner if he appears, or to give it away as charity. If its owner comes and is pleased with the charity, then that is well and good. If he is not pleased, you must guarantee it to him. It can also be handed over to a trusted government agency to manage and guarantee it. This website does not specialize in helping to reach the owners of lost items.
