What is the ruling on one who travels in illegal boats and risks his life in the waves of the sea?

Allah has permitted sea travel for needs and benefits, provided that safety is the predominant factor in the journey, meaning the sea is calm and the vessel is sound. However, if the sea is turbulent, or it is highly probable that it will become turbulent, or the vessel is not sound, then it is forbidden to embark on it; for it involves endangering oneself and casting oneself into destruction.
