Does a married woman's saying "I love you" to a married man, when she does not intend to cause a separation between him and his wife, count as takhbib?

It is not permissible for a woman to tell a non-mahram man that she loves him, because this could be a pretext for fitnah (strife/temptation) and evil, especially if it is understood as romantic love. This falls under the principle of sadd adh-dhara'i' (blocking the means), which is prohibited by Sharia. If her intention is to attract the attention of a married man and corrupt him against his wife, then this is even more reprehensible and is considered takhbeeb, which is prohibited. Takhbeeb is the act of corrupting a woman against her husband or a slave against his master.
