What did Sheikh Ibn Uthaymeen mean by his statement: "However, if he does not begin until after reaching the next pillar, then it is not counted"? And is the prayer valid for an Imam who does not begin the Tasmee' (saying "Sami'a Allahu liman hamidah") until after standing upright from bowing, based on the Hanbali view that the transitional Takbeeraat are obligatory?

The summary of the fatwa is that whoever begins the takbir after reaching the bowing position, or begins the tasmi' (saying "Sami'a Allahu liman hamidah") after rising from it, their prayer is not valid according to some scholars, such as the Hanbalis. They hold that the prayer of one who does this intentionally is void, and the prostration of forgetfulness (sujud al-sahw) is required for one who does it out of forgetfulness or ignorance. However, the majority of scholars hold that their prayer is valid in all cases, because the takbirs of transition and the tasmi' are recommended acts (mustahabbat), not obligatory ones (wajibât). It is advisable to gently teach and guide the Imam to what is correct, without invalidating his prayer or the prayers of those praying behind him.
