What is the ruling on passionately kissing one's infant sister? And how does one repent from that, and is it obligatory to seek her forgiveness?

If you have reached puberty and the signs of puberty were evident when you committed the act, then you are held accountable Islamically, and you must repent. You are not required to inform your sister of what you did, as doing so would cause pure corruption.
