Is it forbidden to sell perfumes to non-Muslim women because of the hadith: "If a woman perfumes herself and leaves her house for men to smell her fragrance, then she is an adulteress"?

The basic principle regarding selling perfume is that it is permissible, whether to Muslims or others. It is only forbidden to sell it to someone who is known to use it for an unlawful purpose. If the seller knows that the buyer will use what Allah has permitted to be sold for unlawful purposes, then it is not permissible to sell it to him; otherwise, it is permissible. For example, selling grapes is permissible, but if the seller knows that the buyer (such as a representative of a wine factory) will use them to produce wine, then it is not permissible to sell them to him.
