What is the ruling on watching an anime that includes a single scene showing a character's obsession with another to the point of deifying them, knowing that the anime does not promote such ideas?

The prohibition against watching anime does not appear to apply when there is only one fleeting scene that does not invite corruption. However, it is more befitting for a Muslim to preserve their time and spend it on what benefits them in their religion or worldly life, such as seeking knowledge or earning a livelihood.
