What is the solution if some of the neighborhood's youth are disturbing the neighbors?

The solution lies in advising them with wisdom and good counsel, while seeking assistance from texts that urge the observance of neighborly rights and prohibit harm, and supplicating for their guidance. Second, threaten them with informing their guardians and carry out the threat if necessary. The guardians must be firm with them and prevent them from evil, for Allah Almighty says: "O you who have believed, protect yourselves and your families from a Fire." Third, threaten them with escalating the matter to the responsible authorities and resort to that if the situation necessitates it, for the ruler guides the nation to uprightness.
