Is it permissible for me to hit my annoying neighbors and their children who use foul language and harass girls in the street?

The Shari'ah has enjoined kindness to neighbors and warned against harming them, and it has made inviting them to Allah, enjoining good, and forbidding evil with wisdom among the best forms of kindness. If the offending neighbors do not heed advice, their matter should be referred to their guardians, then to whoever can change the evil without causing a greater mischief.
