The answer

A pilgrim arriving from outside Mecca shortens the four-rak'ah prayers to two rak'ahs on the Day of Sacrifice (Yawm an-Nahr) and the Days of Tashreeq in Mina, following the example of the Prophet, peace and blessings be upon him. Thus, they pray each prayer at its appointed time, shortened, without combining them. As for the people of Mecca, they shorten their prayers in Arafat and Muzdalifah but pray them in full in Mina.
