What is the ruling on wearing the niqab and placing an open hijab over it from the front, so that it appears as a niqab with a hijab draped over the shoulders?

There is no harm in a woman wearing any type of clothing if it achieves the required covering and prevents temptation, as long as it fulfills the conditions of the Islamic hijab.
