Is making a vow (nadhr) permissible or forbidden in Islam, especially if the vow is made after surviving an accident, such as vowing to slaughter a sheep and distribute its meat to the poor Muslims?

A vow (nadhr) is a commitment to an act of obedience that is not obligatory, such as giving charity or voluntary fasting. A vow of obedience is obligatory to fulfill, whether it is absolute or contingent, based on the Prophet's (peace and blessings be upon him) saying: "Whoever vows to obey Allah, let him obey Him." As for a vow tied to a condition, it is disliked according to the sound opinion, due to the Prophet's (peace and blessings be upon him) saying: "A vow does not bring anything forward or delay anything; it merely extracts from the miser."
