Selling visas is impermissible; it is deception, fraud, and falsehood, because it involves lying to the state and may open a door to evil for Muslims. A person should request from the state according to their needs and in accordance with the state's regulations, and it is not permissible for them to lie. The Council of Senior Scholars has issued a ruling prohibiting this and clarifying that it is a reprehensible act, and taking money in this manner is unlawful. As for deporting these individuals, there is no harm in it, for there is no contract of hire between you and them; rather, it is a sponsorship, which is a gratuitous contract.
