Is it permissible to apply the Hadd penalty for false accusation of adultery (Qadhf) to someone who accused a virgin of adultery and defamed her, knowing that the accused is a virgin and lives in a country that does not implement Allah's prescribed penalties (Hudud)?

The act of slandering (qadhf) necessitates a Hadd punishment of eighty lashes. No one can carry this out if the Hudud (prescribed punishments) are not implemented. This does not mean the perpetrator escapes punishment; rather, punishment in the Hereafter awaits him if he does not repent. The questioner is advised to entrust their affair to Allah Almighty, to be forbearing and self-controlled, and to praise Allah for the proven innocence of his sister.
