Is it permissible to borrow and authorize a transfer for a fee on the same day, knowing that the loan will be repaid after one month?

It is not permissible to combine a loan with a contract of exchange, such as an "agency for a fee," if this is a condition, due to the Prohibition of the Prophet, peace and blessings be upon him, against "a loan and a sale." Other contracts of exchange are assimilated to sale. If such a condition is stipulated, then the lender would have benefited from his loan, and this is forbidden usury (riba). However, if the transfer occurs without prior stipulation and without favoritism in the fee, then there is no harm in that.
