Is it permissible for the traveler to combine and shorten the Maghrib and Isha prayers before leaving his city?

The intention to travel alone does not permit combining or shortening prayers before departing the town. Shortening prayers is not permissible until one has left the village houses behind. This is supported by the verse: "And when you travel throughout the land, there is no blame upon you for shortening the prayer," and also by the action of the Prophet, peace and blessings be upon him, who used to begin shortening prayers after leaving Medina.
