Why does the suitor refuse to solemnize the marriage contract despite the long engagement period and the commission of some Shar'i violations, and what is the Shar'i ruling on his suggestion to leave the rented apartment and buy a taxi with the money?

The engaged couple are considered strangers to each other until the legal marriage contract is finalized. Going out together, touching, and conversing without need or in a manner that is not Islamically permissible are sins that necessitate repentance. The delay or difficulty in marriage may be due to such actions, or it could be a trial. One should hasten to marry, out of eagerness for chastity and to ward off temptation. Allah Almighty says: "And marry the unmarried among you and the righteous among your male servants and female servants. If they should be poor, Allah will enrich them from His bounty, and Allah is all-Encompassing and Knowing." The husband must fulfill the conditions agreed upon before the contract, such as the provision of an apartment. He is not permitted to leave her except with something similar or better. If the engagement period becomes long and you see it is in your best interest to annul it after performing Istikhara (prayer for guidance) and consulting with wise individuals, then you may do so, as an engagement is a non-binding promise.
