What is the ruling on a father who allows his son to curse Allah, disturb the neighbors, consume hashish and intoxicants, and refuses to raise them under the pretext of inability? And do the angels curse him for that?

Blasphemy against God is an act of disbelief by consensus. The father is responsible for raising his children and instilling in them virtuous morals, and he is sinful if he falls short in this. The father's guardianship over a mature, sane son who is independent in his opinion ceases, unless the son is corrupt, in which case the father has the right to discipline him. If the father is unable to discipline him or prevent him, he must denounce the act according to his ability. He is not responsible for the son's actions after exerting effort in advising him, as Allah states: "And no bearer of burdens will bear the burden of another." There is no religious text about angels cursing someone who blasphemes against God if that person is pious.
