Is this Hadith authentic: "There are three whose supplication is not answered: a woman of bad character, a debtor who did not record [his debt], and one who gave his money to a foolish person," and what is its legal understanding?

The hadith narrated by Al-Hakim and authenticated by him, on the authority of Abu Musa Al-Ash'ari, mentions three types of people whose supplications are not answered:

1. A man who has a ill-tempered wife and does not divorce her. His supplication against her will not be answered because he torments himself while being able to separate from her. 2. A man who lent money to another without having witnesses. When the debtor denied it, his supplication will not be answered because he neglected to comply with the command to have witnesses. 3. A man who gave his wealth to a foolish person. His supplication will not be answered if he prays against him because he squandered his wealth by disobeying Allah's command: "And do not give the foolish your wealth." (Quran 4:5)
