Is it permissible to marry a man who has declared the Two Testimonies (Shahadatayn) but is not ready to perform the obligations of Islam, claiming that it requires time, given the wife's intention to teach him the tenets of the religion?

If a man pronounces the two testimonies of faith (Shahadatayn) for the sake of marriage without his heart believing, then his marriage is not permissible, for he remains a disbeliever. However, if you do not know the truthfulness of his intention and he pronounces the two testimonies, the default is to believe him and apply the rulings of Islam to him. If he pronounces the two testimonies but is unwilling to perform the obligatory duties of Islam, such as prayer and fasting, out of laziness and not out of denial, then scholars have differed concerning his ruling, with most of them holding that he does not exit the fold of Islam. Nevertheless, it is not advisable to accept marriage to such a man until his sincerity in adhering to the religion becomes apparent, for one who abandons prayer and fasting is a transgressor from whom one should not seek closeness.
