Does the "Tahiyat Al-Masjid" prayer suffice for the two Rak'ahs of Fajr, or must both Rak'ahs be prayed?

If one enters the mosque and prays the two rak'ahs of Fajr, it suffices for the greeting of the mosque. And if he intends both together, that is good.
