What is the ruling on saying "By the secret of him upon whom Surat Al-Fatiha was revealed," and then reciting Al-Fatiha in a study circle? And what is the ruling on gatherings for sending blessings upon the Prophet? And is Surat Al-An'am for fulfilling needs, and if it is an innovation, is it permissible to recite it with a specific intention and a specific number when requested?

The one upon whom Surat Al-Fatihah was revealed is the Prophet, peace and blessings be upon him. Seeking intercession through his secret (sirr), peace and blessings be upon him, is a form of seeking intercession through his status (jah), which is a matter of disagreement among scholars, with the preponderant opinion being its prohibition.

It is not legislated to conclude a gathering by reciting Al-Fatihah, because this was not reported from the Prophet, peace and blessings be upon him, nor from his companions.

The gathering of people to send prayers upon the Prophet, peace and blessings be upon him, in one voice, is an innovation. Sending prayers upon him is a great act of worship, but it must be done in the legislated manner.

Specifying the recitation of Surat Al-An'am and supplicating thereafter with a specific supplication for fulfilling needs is not legislated, because Allah is not worshipped except through what He has legislated. It is not permissible to specify a certain remembrance or supplication for a purpose or at a time except with legal evidence.
