How have you permitted speculation in the currency market (forex), while many other scholars have not permitted it for reasons that harm or do not benefit Islamic countries?

We have not issued a fatwa permitting speculation (mudarabah) in the currency market absolutely. Rather, we clarify the prohibitions and Sharia-compliant controls that must be present. If these controls are met and the prohibitions are absent, then it cannot be forbidden. The scholars who prohibited it perhaps intended a type where the controls are not met, and disagreement in such matters does not necessitate denunciation.
