What is the ruling on a customs official inspecting alcoholic beverages?

Customs collection in most countries involves taking people's money unlawfully, and it is considered among the forbidden levies (mukus), unless it is taken in exchange for specific services, or if the state has a weakness in resources and imposes them to meet the needs of its citizens' interests without transgression.
