What is the ruling on saying: "This person is everywhere," if the intent is that he spies a lot on people?

It is not permissible to attribute espionage to a person without clear evidence. If this attribution is proven correct, then there is no harm in labeling him a "spy," if he is indeed characterized as such. Otherwise, it would be a lie and a calumny.
