The question

How do we verify the validity of a suspicion that cannot be proven except with evidence, keeping in mind that espionage is one way of obtaining evidence, and that Allah has forbidden it, as well as suspicion without evidence, in His exalted saying: "O you who have believed, avoid much [negative] assumption. Indeed, some assumption is sin. And do not spy"?

The answer

A Muslim must stay away from suspicion and spying, as these are blameworthy behaviors prohibited by Islam to preserve human dignity. Allah Almighty says: "O you who have believed, avoid much [negative] assumption. Indeed, some assumption is sin. And do not spy," (49:12) and the Prophet, peace and blessings be upon him, said: "Beware of suspicion, for suspicion is the falsest of speech. And do not seek out faults, and do not spy." The prohibition of acting upon suspicion has also been reported. It is not permissible to spy merely based on suspicion, unless there are indications of a sin or crime being committed that is feared to be missed if not apprehended.
