If a pilgrim or an 'Umrah performer does not pass through one of the Miqats, he must enter into the state of Ihram when he is parallel to the nearest Miqat. This is based on the action of 'Umar ibn al-Khattab, may Allah be pleased with him, with the people of Iraq. This applies to those arriving by airplanes, as they must enter into the state of Ihram as soon as they are parallel to the first Miqat they pass over. It is not permissible for them to delay their Ihram until they reach Jeddah, because that is considered transgression of Allah's bounds.
