Is there evidence from the narrations (athar) or Hadith that Allah and the Prophets will recite the Quran in Paradise?
There is no authentic evidence to prove that Allah the Almighty will recite the Quran to His servants in Paradise, and it is not permissible to attribute this to Him. The Permanent Committee for Issuing Fatwas has affirmed the incorrectness of this.
As for the prophets reciting the Quran in Paradise, there is nothing to confirm this, and what is mentioned about David (peace be upon him) reciting the Quran to the believers in Paradise has not been proven by an authentic .
Regarding the believers reciting (Quran) in Paradise, there is no explicit text stating this. However, there are some hadiths that may generally allude to it, such as the Prophet’s (peace and blessings be upon him) vision of Harithah ibn al-Nu’man reciting in Paradise, and his (peace and blessings be upon him) saying to the companion of the Quran: "Recite and ascend and recite rhythmically as you used to recite rhythmically in the worldly life."
