Kohl is an adornment, and the woman observing ' (waiting period) was prohibited from using it. What was narrated from Ibn Abbas regarding the interpretation of "except what is apparent thereof" as referring to kohl has a weak chain of transmission and is contradicted by his command to cover the face. Therefore, it is not permissible for a woman to apply kohl and go out with an uncovered face in front of non- men. There is no difference between kohl and makeup; in fact, makeup is even more forbidden.
