What is the wisdom behind permitting a woman to apply kohl to her eyes, even though it is eye-catching and beautifying, while makeup is forbidden?

Kohl is an adornment, and the woman observing 'iddah (waiting period) was prohibited from using it. What was narrated from Ibn Abbas regarding the interpretation of "except what is apparent thereof" as referring to kohl has a weak chain of transmission and is contradicted by his command to cover the face. Therefore, it is not permissible for a woman to apply kohl and go out with an uncovered face in front of non-mahram men. There is no difference between kohl and makeup; in fact, makeup is even more forbidden.
