Is it permissible for a Muslim to participate in a lawful commercial enterprise with a non-Muslim in a Muslim country, and is it permissible to sell land to non-Muslims who hold Tunisian nationality or to foreigners residing therein?

The default ruling is that it is permissible to sell to a non-Muslim anything that is permissible to sell to a Muslim, with the exception of what scholars have specifically excluded, such as a copy of the Qur’an. Therefore, it is permissible to sell land to a non-Muslim unless there is an incidental impediment. It is not permissible to sell to someone who will build on it a headquarters for spreading falsehoods or practicing abominations, whether the buyer is a Muslim or a non-Muslim.
