Is it permissible to create a channel to disseminate religious video clips of shaykhs, while changing the video background and adding the channel's name to them?

There is no legal impediment to taking useful video clips of preachers and scholars from other people's accounts, re-dubbing them, and publishing them. The original clip belongs to the shaykh or scholar, and is not exclusive to the account holder, nor is it their original composition or effort.
