The necessities thrown into the trash are permissible for whoever wants to acquire them, because their owners have relinquished them and made them permissible for others. There is no harm in benefiting from them through selling or otherwise, for whoever precedes to a permissible thing, or something lost that is not highly valued, has a greater right to it.
