Is it permissible to gradually obligate women to wear the hijab, such that uncovering the hair of the head and chest is immediately denounced, while uncovering the arms is overlooked based on a jurisprudential disagreement, with continuous admonition and دعوت (invitation to Islamic teachings)?

Wisdom in da'wah (calling to God) necessitates a gradual approach with the one being called, taking their condition into consideration, and starting with what is most important, then what is important. Some reprehensible acts may be temporarily overlooked until the opportune moment for clarification arises, without making lawful what is forbidden or altering a ruling. Sheikh Ibn 'Uthaymeen pointed out that delaying the denouncement of a reprehensible act may be part of the wisdom in da'wah, as occurred in the gradual prohibition of alcohol. If the da'i (caller) sees that delaying the call is more beneficial, there is no harm in that.
