Is Ruqyah detestable (makrooh) or forbidden (haraam) given that the one who seeks Ruqyah is excluded from the seventy thousand who will enter Paradise without reckoning? And is performing Ruqyah for a non-Muslim with the intention of wishing them recovery and guiding them to Islam forbidden or impermissible?

Many hadiths indicate the permissibility of Ruqyah (definition) and seeking it, such as the hadith (definition) of Auf bin Malik: "There is no harm in Ruqyah as long as it does not contain Shirk (definition) (polytheism)," and the saying of Aisha (may Allah be pleased with her): "The Messenger of Allah (peace and blessings of Allah be upon him) used to command me to seek Ruqyah for the evil eye." As for the hadith of the seventy thousand who will enter Paradise without reckoning, and among them are "those who do not perform Ruqyah nor seek it," it does not contradict the permissibility. Rather, it indicates that refraining from seeking Ruqyah out of perfect reliance on Allah is a virtue, and seeking Ruqyah is not forbidden or disliked (makrooh).

As for performing Ruqyah on a non-Muslim in the hope of their embracing Islam and guidance, it is permissible, as narrated in the hadith of Abu Sa'id Al-Khudri concerning the Ruqyah of the stung chief of the disbelieving tribes with Surat Al-Fatihah, and the Prophet's (peace and blessings of Allah be upon him) affirmation of that by saying: "How did you know that it was a Ruqyah?" Then he said: "You have done well. Divide (the spoils) and give me a share with you." So, for someone whose conversion to Islam is hoped for, performing Ruqyah on them is permissible, all the more so.
