Does the Islamic saying "work is worship" mean that whoever does not work is a sinner?

A capable person must earn a living to provide for himself and his dependents. Whoever neglects this commits a sin. However, one who already has enough to suffice him does not sin by refraining from earning, though it is still encouraged for him to do so. Some scholars have even preferred earning a livelihood over dedicating oneself to voluntary worship, especially if its benefit extends to others, such as acquiring knowledge and inviting people to Allah, due to the hadith: "Perhaps you are provided for because of him."
