What is the ruling on giving money or gifts to a disbeliever to incline his heart towards Islam?

There is no harm in giving a gift to a disbeliever or giving him money or housing to incline his heart towards Islam, provided that he is someone whose conversion to Islam is hoped for. As for the leaders of disbelief, whose conversion to Islam is not hoped for, they are not given anything except to avert their harm.
