What is the ruling on a person who vowed to slaughter 7 sacrifices annually in a specific country and place, then became unable to fulfill his vow in the specified place due to financial hardship? Is it permissible for him to slaughter in another place, or in another country, or to appoint someone to slaughter on his behalf, knowing that slaughtering at shrines is forbidden?

Slaughtering for the deceased is major shirk because it is an act of worship, and directing it to other than Allah is shirk. As for slaughtering for Allah at a grave, it is forbidden and it is not permissible for one who vowed it to fulfill it; instead, he must offer expiation for an oath. It is obligatory to advise those who do this and explain to them the danger of shirk. Graves around which circumambulation is performed, to which supplications for help are directed, or for which vows are made, should not be visited except by those who are able to denounce the evil acts occurring there.
