Is it permissible to slaughter a vowed sheep in Iraq and distribute it to its poor, instead of in the Sacred Mosque (Haram al-Makki)?

Whoever vows obedience to Allah, it is obligatory for him to fulfill it, as the Prophet (peace be upon him) said: "Whoever vows to obey Allah, let him obey Him."

As long as you have vowed to slaughter in the Haram (sacred precinct), you must fulfill it if you are able, even if through appointing someone to slaughter and distribute to the poor there.

If you are unable to appoint someone to perform the vow on your behalf, it remains a debt upon you until you are able to fulfill it, and slaughtering a sheep in your own country will not suffice you.
