Scholars are of the view that it does not constitute disbelief nor is it forbidden, but it should be disliked. The Permanent Committee for Issuing Fatwas has stated the impermissibility of bowing as a greeting, whether to a Muslim or a disbeliever, neither with the upper part of the body nor with the head, because bowing as a greeting is an act of worship, and worship is due to Allah alone.
