It is not permissible for a Muslim, whether an engineer or otherwise, to assist in the construction of something that he knows or predominantly believes will be used for disobedience to Allah; this is based on the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression."
