Is it legislated to repeat the supplication for riding a mount when not traveling, or is it specific to the state of travel?

It is prescribed for a Muslim, when mounting a beast (or vehicle)—whether he is a resident or a traveler—to recite the supplication for riding. On the authority of Ali ibn Abi Talib, may Allah be pleased with him, when he placed his foot in the stirrup, he said: "In the name of Allah," and when he had settled upon its back, he said: "Praise be to Allah who has subjected this to us, and we could not have subdued it, and indeed to our Lord we are surely to return." Then he said: "Praise be to Allah" three times, and "Allah is the Greatest" three times, then he said: "Glory be to You, indeed I have wronged myself, so forgive me, for none forgives sins except You." He mentioned that he saw the Prophet, peace and blessings be upon him, do that.
