Is the ruling on theft still applicable to one who stole in the past out of need, then repented and became wealthy, but still steals involuntarily?

Assaulting people's property is forbidden in Islam. The aggressor must offer sincere repentance to Allah Almighty, and return the rights to their owners or seek their forgiveness. The aggressor should also frequently seek refuge (with Allah) and maintain the prescribed remembrances (adhkar).
