Does performing the Dawn (fajr) prayer regularly compensate for not regularly performing the pre-dawn (fajr) prayer?

The Sunnah of Fajr does not substitute for the Fajr (obligatory morning) prayer. It is a supererogatory prayer (nafilah) for which one is rewarded if performed, and not punished if left. If missed, it is recommended to make it up (qada'), based on the Prophet's (peace be upon him) saying: "Whoever has not prayed the two rak'ahs of Fajr, let him pray them after the sun has risen." Scholars differed on whether making it up is absolute or restricted to before the sun declines (zawal).
