Al-Qamuli did not find any statements from our companions regarding congratulations on Eids, years, and months. Abu Al-Hasan Al-Maqdisi was asked whether congratulating at the beginning of months and years is an innovation (bid'ah) or not. He replied that it is permissible, neither a Sunnah nor an innovation. Kamaluddin Al-Damiri narrated from Malik that he does not dislike congratulating, and from Ibn Habib that he does not know it but does not dislike it. Al-Hafiz Ibn Hajar chose the desirability of congratulating. The opinion of permissibility is strong, especially since it falls under customary matters.
