What is the ruling on a wife who goes out immodestly dressed and in tight clothing that reveals her body's details, and is she considered an adulteress?

Immodesty (tabarruj) is a sin, but it is not permissible to accuse an immodest woman of fornication. It is also forbidden to look at her. Furthermore, it is not permissible for a man to approve of his wife's immodesty, as this falls under the category of "dayouthah" (cuckoldry/lack of protective jealousy).
