Is it sunnah to say "Bismillah" when placing leftover food and bones in the trash can?

Shaykh Atiyah Salim mentioned that throwing bones with the utterance of "Bismillah" (in the name of Allah) makes them food for the believing Jinn, based on the hadith: "For you is every bone over which the name of Allah has been mentioned, which comes into your hands." However, commentators on the hadith believe that the intention behind "uttering the name of Allah" is at the time of slaughtering or eating.
