Is it permissible for a girl to marry herself out of a desire for chastity?

If the father is unfit for guardianship or is unjustly preventing his daughter's marriage, guardianship transfers to the next closest guardian. If she has no suitable guardian, the Muslim judge shall marry her off with her permission, for the Prophet, peace and blessings be upon him, said: "The ruler is the guardian of one who has no guardian." The woman should be patient and maintain her chastity until marriage becomes possible for her. She can be aided in this by frequent fasting, lowering her gaze, closing the doors to temptation, staying away from everything that incites desire, occupying her time with beneficial activities, and persistent supplication while maintaining a good opinion of Allah.
